The major, detailed planning approval completes the planning process for the second of three phases of development at Hermitage Lane, a strategic, mixed-use allocation, comprising 840 news homes, Secondary School, Doctor’s Surgery, new Link Road, junction improvements and strategic landscaping.
Development at the site known as ‘The Poppies’, due to the proximity to the RBLI’s Headquarters’, began in winter 2023 following approval of 243 homes within Phase 1. This is a much needed, timely approval that ensures continuity of the build programme on site.
The Noble Consultancy established several Site-Wide Design Strategies during Phase 1 and these were carried through to the detailed proposals for the second phase which comprised 409 new homes, 40% of which will be Affordable Homes.
A proactive and transparent relationship with Tonbridge & Malling Borough Council began with the preparations and submission of several Pre-application boards were aimed at streamlining the process. This was assisted with the signing of a Planning Performance Agreement.
Much consideration was given to the mix, type and size of affordable homes to ensure it meets the needs of those who it is intended for. The team were, as always, readily available to respond to the requests of Tonbridge & Malling Borough Council, formulating innovative design solutions that were both viable and appropriate.
The attention now turns to the third and final Phase, for which The Noble Consultancy have been assisting Barratt Southern Counties. A detailed application will be submitted in the coming weeks, hopefully with another approval blog following shortly after.

Urban Planning
Councillors agree unanimously to grant planning permission for 216 dwellings, a new Secretts Farm Shop, rural business hub, sports pitches and landscaping, with outline consent for a doctor’s surgery.
Planning approval
On 23 November, Tonbridge and Malling Borough Council approved a Reserved Matters planning application (TM/22/00076/RM) for the first phase at Hermitage Lane, Aylesford, a strategic housing allocation.
